 The City of Winnfield is Warning its business and residential customers to be aware that fraudulent callers are contacting utility customers and demanding that a bill payment be made immediately or they will face utility disconnection.
 
    The City of Winnfield WILL NOT call and demand payment from customers. Please hang up if you receive this type of call, and do not fall victim to this scam. While these fraudulent calls sound very realistic, they are actually an attempt to gain access to your financial information. Customers can contact the utility office at 628-4452 should they have any questions regarding their utility account. Please remember that the City of Winnfield WILL NOT call and demand payment from customers.

 PLEASE VISIBLY DISPLAY YOUR 911 ADDRESS
When responding to emergencies, the City of Winnfield Police and Fire Departments sometimes have a hard time finding the right address. Every second counts during an emergency. Valuable time can be lost if your house number is not clearly posted where emergency responders can see it. Firefighters, EMS responders, and police officers cannot provide emergency services to you or your family if they cannot find your house. Having your address posted clearly and visibly allows them to find you much quicker.

Ask yourself these questions:

•Can your house be found easily by passing cars?
•Is your house number easily found from the street?
•Can it be found quickly in an emergency?
•Can it be found at night?
•Can it be found from a distance?
•Can it be found when seconds count?

If the answer is NO, please consider putting up a new address sign with your house number.

Here are some recommendations:

•Post your address clearly and prominently at the end of your driveway and on your home.
•Posting your 9-1-1 address at the driveway entrance and on your home will alleviate any confusion as to whether emergency responders have the correct location.
•Try using something reflective or illuminated so that it can be seen in the evening as well as during the day.
•Use large numbers and make sure it can be seen from all directions.
•Do not assume since your mailbox is marked, you have posted your address � mailboxes are not always at the entrance of a driveway.

Recently the Winnfield Fire Department was able to obtain a vehicle from the Federal Government Surplus in Baton Rouge. Through the efforts of both paid and volunteer firemen, fundraisers and donations generated a great portion of the funds needed to purchase this vehicle at the surplus cost of ten thousand dollars.

In light of recent flooding and natural disasters, this unit will be useful in not only flooding situations, but also other natural disaster for the citizens of Winnfield and Winn Parish.

Separate Sealed Bids will be received by the City of Winnfield, 120 East Main Street, Winnfield Louisiana 71483, for construction of the project described as follows:
City- Wide Recreation Upgrades, Project Parc(Physically Active Remarkable Citizens). Sealed bids shall be addressed to the City of Winnfield and delivered no later than 10:00 am on        November 14, 2017. All bids shall be plainly marked in the uppe left corner of the sealed envelope as follows: SEALED BID, Bid of (Name of contractor), City-wide Recreation Upgrades, Project Parc to be opened at 10:00 a,m,, local time , on November 14, 2017, Louisiana Contractor License No. (insert license #). All bids must be submitted on the proper bid form. Any bids received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at 10:00 a.m.(Central standard time) o November 14, 207, at the City of Winnfield, 120 East Main Street, Winnfield, LA. 71483.
The informaion for bidders, Form of bid proposals, form of contract, plans, specifications and forms of bid bond, performance and payment bond, and other contract documents may be examined at the office of Engineer Shuler Consulting Company. 230 Grandview Drive, Chatham, LA. 71266. Copies may be obtained at Shuler consulting Company, upon payment deposit of $150.00, this amount constitutes the cost of reproduction and handling. As per LAR.S. 38:2212 
A(a)(e), deposits of the first set of documents furnished to bona fide prime bidders will be fully refunded upon return of the documents no later than ten days after receipt of bids. On other sets of documents furnished to bidders the deposit, less actual cost of reproduction , will be refunded upon return of the documents no later than ten days after receipt of bids. The owner reserves the right to reject any and all bids for just cause; such action will be in accordance with Title 38 of the Louisiana Received Statues. All bidders must sign: 
1. The bid
2. Certificate of Corporate Principal and Surety
3. Bid bond, which always must accompany the bid in the contract amount. A resolution authorizing a representative of the corporation/LLC to sign the bid must also accompany the bid. All Addendums issued must be acknowledged by the bidder. No bidder may withdraw his bid within 45 days after the actual date of opening thereof. All addendums must be acknowledged by the bidders. All bidders must be registered with the Engineer.
Each bidder must deposit with his/her bid, security in the amount, form, and subject to the conditions provided in the information for bidders. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of Treasury Circular 570. The contractor shall begin mobilization and procurement of materials within fifteen working days of the receiptof the notice to proceed.

Summer reading program at the Winn Parish Library and the four branch libraries: Atlanta, Calvin, Dodson and Sikes.Registration began Thursday May 23th and continues throughout the summer. The program is free and open to children from birth through 5th grade and all activities are based on this summer's theme, Dig into Reading.
In conjunction with the summer reading program, weekly story times and professional performers will entertain children as well as encourage reading. Four special guest performers to share music, puppets and much more. The performers will also peform at the summder feeding program at The Annex Cafeteria and the four branch libraries. PUBLIC INFORMATIONAL MEETING

Environmental Assessment

State Project No. H.009153.2

Winn Parish

The referenced Environmental Assessment is being conducted for the

Louisiana Department of Transportation and Development (LADOTD)

to consider alternatives for the widening US 84 on the west and east

sides of Winnfield to improve east-west system linkage. The limits of

the project are located approximately between LA 1228 and US 167 on

the east side of Winnfield and US 167 to LA 34 on the west side of

Winnfield.

The purpose of this Public Informational Meeting is to present a project

overview and alternatives of the Environmental Assessment. The

Public Meeting will be conducted as an OPEN HOUSE FORMAT with

tables and exhibits staged within the Municipal Building.

Representatives of LADOTD and the project team will be present to

receive comments and answer questions related to the proposed

project. All interested parties are invited and encouraged to attend the

meeting. The Public Informational Meeting is scheduled for the time,

date, and location below.

Regular registration fee for this league is $40.00. Boys and girls ages 4-12 are eligible for this exciting program. Don't let this deadline pass you by. Sign your child up today. Late Registration will be on Monday, September 5 and conclude on Friday, Sept. 9th. There will ne a $10.00 late fee assessed on each application received during this period.
Tryouts will be held in Saturday Sept 10th at the Grove St. Rec. Center on Field #2. The times for each age group will be released in that weeks Winn Parish Enterprise. More information concerning Flag Football, contact the Recreation Dept. at 628-3413.

Effective October 11, the burn ban initiated by Winn Parish Fire District #3 is in effect, on all outside burning in Winn Parish. It shall remain until further notice.        
The burn ban shall not apply to prescribed burns by the Department of Agriculture and Forestry, by those trained and certified by the Department of Agriculture and Forestry or by those who conduct prescribed burning as a generally accepted agriculture practice as defined by the Louisiana Right to Farm Law( R.S. 3:3601 et seq)
 
Violation of this BURN BAN may result in a $500 fine and/or six months in jail.

THE WINNFIELD POLICE DEPARTMENT HAS JOINED THE NATIONAL ASSOCIATION OF TOWN WATCH (NATW) FOR AMERICAS NIGHT OUT AGAINST CRIME .
 THE POLICE DEPARTMENT WANTS TO ENCOURAGE EVERY RESIDENT TO TURN ON HIS OR HER FRONT PORCH LIGHT FROM 7 P.M. TO 10 P.M. TO SEND A MESSAGE TO CRIMINALS, LETTING THEM KNOW THAT NEIGHBORHOODS ARE ORGANIZING AND FIGHTING BACK.
 
FROM 5-8 P.M. OFFICERS WILL BE ASSIGNED A STATION ON MAIN STREET BY CITY HALL FOR PUBLIC BICYCLE REGISTRATION.ALL OWNERS OF BICYCLES ARE REQUESTED TO BRING THEIR BIKES TO THAT LOCATION AND BE LICENSED. LICENSE WILL BE FREE ON THIS NIGHT ONLY!

WONDERWORKD, IN CONJUNCTION WITH THE CITY OF WINNFIELD, THE FIRST METHODIST CHURCH OF WINNFIELD, MERCHANTS ALLIANCE, DONNY MOON AND THE 4-H CLUB, WINNFIELD FIRE SEPARTMENT, WINN PARISH FIRE DISTRICT 3 WINN PARISH SHERIFF OFFICE, CCA, WARDEN TIM KEITH AND THE CHAMBER OF COMMERCE WOULD LIKE TO INVITE YOU TO JOIN US FOR A DOWNTOWN " FALL FESTIVAL". THE MAIN STREET WILL BE CLOSED FROM THE COURTHOUSE ACROSS TO SHELTON PHARMACY TO THE FIRST METHODIST CHURCH AND ACROSS TO THE FARMERS MARKET.
THERE WILL BE TRUNKS FOR TREAT, PETTING ZOO, A COSTUME CONTEST, LOTS OF GAMES AND A HAY BALE MAZE FOR THE YOUNGER CHILDRE. WINNFIELD FIRE DEPT. WILL BE SERVING CARAMEL APPLES AND WINN PARISH FIRE DEPT. WILL BE SPONSORING A JUMP HOUSE.
